Counting bays overstates your capacity. Count covered hours.
Weld work is limited by who is on the floor and what they are cleared to run. Scheduling by equipment count promises hours that no one is standing in, and the shortfall only becomes visible in the last week of a job.
Governing constraint
A bay is capacity only while a welder qualified for that procedure is in it, and long weld operations cannot be sliced across two people mid-seam.

01What changes here
What this work does to a schedule.
Capacity follows the person
Available hours per bay come from who is rostered, not from how many bays exist. When someone is out, the schedule should lose exactly those hours and nothing else.
Fit-up is a separate operation with a different rate
Tacking and squaring an assembly is not welding, takes different time, and often blocks the bay before any weld hours are consumed. Treating fit-up as its own operation stops the weld estimate from absorbing it.
Procedure restrictions narrow the eligible pool
Some work can only be run by welders cleared for the relevant procedure. That turns a general queue into several narrow ones, and the narrow ones are usually the bottleneck.
Long operations are indivisible
A twelve-hour weld does not become two six-hour jobs on different days without cost. The schedule has to place it as one block, which makes end-of-shift boundaries part of the date.
